Republic Services Announcement – Update

Republic Services has notified Hubbard City Administration and customers that Monday, April 27, 2020 they are reinstating normal collection of bulk and yard waste services.

Bulk items are limited to one (1) bulk item per week and be loaded by one (1) person.  If the item is too large for one (1) person to load, you will need to call Republic Services (330-729-5513) to make arrangements.

Please keep in mind though, residents must continue to properly contain their waste/recycling and our drivers are empowered to leave materials they believe are unsafe to handle.  All cardboard must be broken down in placed inside proper receptacles. The receptacle lids must be completely closed.

A Message from Mayor Kyle

 

I would like to thank you for all your efforts and steps that you all are taking in flattening the curve of this pandemic.  The Governor’s Office along with Ohio Department of Health Director has amended the stay home order.  The new, updated stay at home order is in effect until May 1, 2020.  The order still urges all Ohioans to stay at home unless they are engaging in an essential activity or work.  They are now stressing that private gatherings and events be limited unless they are essential.

This new measures requires stores to limit the number of customers inside at one time.  I would like to encourage all Ohioans to utilize curbside service and delivery where available.

Campgrounds, public pools and those at private clubs and housing complexes will also be closed.  Playgrounds, basketball and tennis courts are all still closed.

These are measures that the Ohio Department of Health Director says will flatten the curve of the coronavirus.

Also new from the weekend is the recommendation to wear a mask or face covering when outside. The masks are recommended, NOT required.

Recent case numbers from the Trumbull County Combined Health District reported six new cases with a total of 92 cases in Trumbull County – Hubbard City is in Trumbull County. There have been a total of 7 deaths in the county.

I am urging all citizens to follow the instructions of the stay at home order diligently.  The only way this pandemic will continue to get better is if we follow what our health professionals are telling us to do.

I would also like to remind our community that Ohio House Bill 197 has allowed cities to extend the income tax filing date to July 15, 2020, matching the state and federal deadline.

With $349 Billion in Emergency Small Business Capital Cleared, SBA and Treasury Begin Unprecedented Public-Private Mobilization Effort to Distribute Funds

WASHINGTON – Following President Trump’s signing of the historic Coronavirus Aid, Relief, and Economic Security (CARES) Act, SBA Administrator Jovita Carranza and Treasury Secretary Steven T. Mnuchin today announced that the SBA and Treasury Department have initiated a robust mobilization effort of banks and other lending institutions to provide small businesses with the capital they need.

The CARES Act establishes a new $349 billion Paycheck Protection Program. The Program will provide much-needed relief to millions of small businesses so they can sustain their businesses and keep their workers employed. “This unprecedented public-private partnership is going to assist small businesses with accessing capital quickly. Our goal is to position lenders as the single point-of-contact for small businesses – the application, loan processing, and disbursement of funds will all be administered at the community level,” said Administrator Carranza. “Speed is the operative word; applications for the emergency capital can begin as early as this week, with lenders using their own systems and processes to make these loans. We remain committed to supporting our nation’s more than 30 million small businesses and their employees, so that they can continue to be the fuel for our nation’s economic engine.”

“This legislation provides small business job retention loans to provide eight weeks of payroll and certain overhead to keep workers employed,” said Secretary Mnuchin. “Treasury and the Small Business Administration expect to have this program up and running by April 3rd so that businesses can go to a participating SBA 7(a) lender, bank, or credit union, apply for a loan, and be approved on the same day.  The loans will be forgiven as long as the funds are used to keep employees on the payroll and for certain other expenses.” The new loan program will help small businesses with their payroll and other business operating expenses. It will provide critical capital to businesses without collateral requirements, personal guarantees, or SBA fees – all with a 100% guarantee from SBA. All loan payments will be deferred for six months. Most importantly, the SBA will forgive the portion of the loan proceeds that are used to cover the first eight weeks of payroll costs, rent, utilities, and mortgage interest.

  • The new loan program will be available retroactive from Feb. 15, 2020, so employers can rehire their recently laid-off employees through June 30, 2020.

Loan Terms & Conditions

  • Eligible businesses: All businesses, including non-profits, Veterans organizations, Tribal concerns, sole proprietorships, self-employed individuals, and independent contractors, with 500 or fewer employees, or no greater than the number of employees set by the SBA as the size standard for certain industries
  • Maximum loan amount up to $10 million
  • Loan forgiveness if proceeds used for payroll costs and other designated business operating expenses in the 8 weeks following the date of loan origination (due to likely high subscription, it is anticipated that not more than 25% of the forgiven amount may be for non-payroll costs)
  • All loans under this program will have the following identical features:
    • Interest rate of 0.5%
    • Maturity of 2 years
    • First payment deferred for six months
    • 100% guarantee by SBA
    • No collateral
    • No personal guarantees
    • No borrower or lender fees payable to SBA

SBA’s announcement comes on the heels of a series of steps taken by the Agency since the President’s Emergency Declaration to expeditiously provide capital to financially distressed businesses affected by the Coronavirus (COVID-19) pandemic. Since March 17, SBA has taken the following steps:

EPA ENCOURAGES AMERICANS TO ONLY FLUSH TOILET PAPER

WASHINGTON (March 30, 2020) — Today, the U.S. Environmental Protection Agency is encouraging all Americans to only flush toilet paper, not disinfecting wipes or other non-flushable items that should be disposed of in the trash. Flushing only toilet paper helps ensure that the toilets, plumbing, sewer systems and septic systems will continue working properly to safely manage our nation’s wastewater. While EPA encourages disinfecting your environment to prevent the spread of COVID-19, never flush disinfecting wipes or other non-flushable items. These easy steps will keep surfaces disinfected and wastewater management systems working for all Americans.

Preventable toilet and sewer backups can pose a threat to human health and present an extra challenge to our water utilities and their workforce. Flushing anything other than toilet paper, including disinfecting wipes, can damage internal plumbing, local sewer systems and septic systems. Fixing these backups is costly and takes time and resources away from ensuring that wastewater management systems are otherwise working properly. EPA thanks wastewater utilities and their workforce for their courageous efforts at a time when resources may be stretched thin. Having fully operational wastewater services is critical to containing COVID-19 and protecting Americans from other public health risks. Our nation’s wastewater employees are everyday heroes who are on the frontline of protecting human health and the environment every single day.

We’re In This Together

 

Just a few friendly reminders during this difficult and trying time.  When going out, whether for fresh air, exercise, work or to the stores, we all need to remember this is a hard time for all of us.

All stores and their employees have been working extra hard during the pandemic to get items on the shelves and assist customers with what they need.  Yes, there are long lines.  Yes,  they are out of items you want.  They understand your frustrations but they are individuals who are just a small piece in a very big puzzle and are trying to deliver the best service they can.

The limits placed on items is a good thing.  This allows everyone a chance to purchase what they need and helps the owners have a better chance on restocking.

Please stay home if you are sick.  Please respect physical distancing.  During this time, continue to look after each other, especially neighbors and family that are elderly.

Showing respect goes a long way.   Be patient, be kind, and be mindful.  We Are All In This Together and together we will get through this.

Letter from the Mayor

In response to the Ohio Department of Health Director Dr. Amy Acton signing a public health order on Sunday, March 22, 2020,  I am reaching out to you to inform you  the “stay at home order” begins at 11:59 pm Monday, March 23, 2020.  This order will be in effect until April 6, 2020.

I’d like to thank everyone for your understanding during this difficult time.  Our administration has been watching and working with other local and government officials to make certain everyone is as safe as possible.  I would also like to thank the city employees who continue to serve our city with the services needed that are vital to the people of this community.  COVID-19 will continue to affect each and every one of us in one way or another.  Governor Dewine and Ohio Department of Health Director Acton give daily updates and I encourage all residents to follow his instructions diligently.  The only way this pandemic will get better is if we follow what our health professionals are telling us to do.

In accordance with the Stay at Home Order issued by Director Acton, we would like to remind our residents to stay home and only leave for essential activities, essential government functions or to participate in essential business and operations.  All non-essential business and operations must cease.

Our parks will remain open for now – everyone should get out for a walk or run to get some exercise and fresh air.  Please remember to keep a good physical distance from one another.  Playgrounds and basketball courts are now closed.

This is a traumatic time for all of us; please treat the people that are still working to provide us with necessities with kindness.  Keep family members, friends, and neighbors in your prayers.  We will get through this!

COVID-19 UPDATE

With recent directives set forth by the Governor’s Office and the Ohio Department of Health and in an effort to increase social distancing to prevent the spread of COVID-19, the City of Hubbard has made the following day-to-day operation adjustments to protect the health and safety of our employees and community.

Effective Immediately and until further notice:

  • City of Hubbard Administration Building is CLOSED to the public.  Please call 330-534-3090 if you have any questions or concerns.
  • All utility payments ONLY CHECKS OR MONEY ORDERS MAY BE PLACED IN THE BOX.  Money orders are conveniently available at several locations throughout the city and township at a minimal cost.  Those wishing to receive a receipt should include a request in the payment envelope and one will be mailed to you.
    • Residents/Tenants needing assistance with first/final reads for moving in/out of the City may call the office at 330-534-3054 to schedule the reads.  Applications for homeowners/tenants may be emailed and/or mailed upon request, along with instructions, for those requesting utilities in the City.
    • There will be no in-home appointments until further notice.
    • Several utility forms are available on the city website (cityofhubbard-oh.gov).
    • PLEASE NOTE – THERE IS NO “PROMISE TO PAY” LIST IN THE MAYOR’S OFFICE. THE OFFICE WILL BE AVAILABLE TO ASSIST AND ANSWER ALL QUESTIONS AT 330-534-3054 FROM 8:00 AM TO 4:00 PM.
  • Hubbard City Tax office will not be filing taxes in person.  Tax forms are available on the city website (cityofhubbard-oh.gov).  Please mail your city tax return or use the utility drop box at the front entrance.  We appreciate your understanding and cooperation. If you have any questions regarding your taxes, please call – 330-534-6299.
  • The Senior Center is CLOSED until further notice.
  • The Senior Van / Transportation has been suspended until further notice.

At this time, there has been no change to Mayor’s Court on Thursday, March 26, 2020.  If you need to make a payment, please send payment in the mail or you may come in during court (Thursday, March 26, 2020 at 1:00 PM).

Letter from the Mayor

Mayor Kyle announced today (Friday, March 13, 2020) that the City of Hubbard, in accordance with Ohio Public Health Directives from Oho Department of Health, Dr. Amy Acton, and Trumbull County Combined Health District from Health Commissioner Frank Migliozzi, the following will be in effect immediately and will continue as directed by both directors.

The following list of directives are designed to limit the spread of COVID-19, the Coronavirus:

  1. There will be no mass gathering that bring together 100 persons or more.  This does NOT include medical facilities, libraries, shopping areas, restaurants, offices, factories, grocery stores, sporting events without spectators (immediate family permitted), churches, religious gatherings, First Amendment gatherings, weddings and funerals.
  2. Social distancing is urged (six (6) feet away is encouraged).
  3. All Hubbard City services will continue.  The public should expect normal service with the understanding that phone communication is optimal to initiate such service.
  4. To reduce the length of the Coronavirus Pandemic it is urged that Hubbard residents utilize the following procedures:

If you have a comprised immune system, you are urged to self-quarantine.

Wash your hands for 20 seconds with soap and water frequently

Cover your cough or sneeze into your arm

Stay home if sick

Avoid touching your face

Avoid hand shaking

There is no recommendation to wear masks

Maintain a supply of essential medications

Call family and friends and monitor their health if they are vulnerable

Clean frequently touched surfaces regularly with disinfecting sprays, wipes or common household cleaning products

Be respectful, courteous and kind to one another

City officials are working with the Hubbard School System providing assistance and guidance along with resources for them while the schools are closed.

City officials have also reached out to the local churches making sure they have the necessary information and resources for their congregations.

City Board Openings

The City of Hubbard has openings on several boards / committees.  Volunteering provides an opportunity for citizen participation in the process of government and increase their knowledge and skills by working with a variety of people on issues that might not otherwise be a part of their private lives.  Serving on a board or committee is one of the most effective ways for citizens to give back to the community and influence city policies and activities.  

To be eligible for an appointment, volunteers should have interest or knowledge in the committee’s subject matter.  Volunteers should also be available to meet at the committee’s regular meeting time.  Residency in the City of Hubbard is also required for each board or committee.
