As you should hopefully be aware of, the water mains on Caroline and Rebecca Ave are being replaced this Spring. This work is being done due to the considerable number of water line breaks that have occurred on both streets and to ensure reliable and consistent service. To that effect, the City of Hubbard has entered into a contract with Utility Contracting Inc to replace said lines. The contractor plans to commence work on Monday, March 25, 2024. The work will include all of Rebecca and Caroline Ave from West Liberty St to Myron St.
Please be advised of potential traffic disruptions on both streets during the construction project. The City of Hubbard asks for your patience during the Waterline Replacement Project. Please allow extra travel time as delays may occur. Temporary roadway disruptions may occur. Residents may notice Utility Marking Flags and Paint as underground utilities are located prior to construction beginning. For safety reasons, please keep children and pets away from the construction zone. The predicted duration of the project is 3 to 4 months. The City of Hubbard expects the work to wrap up approximately July1,2024. Rebecca Ave. / Caroline Ave. water line replacement project has been scheduled for this Spring. Residents on Rebecca and Caroline can expect short interruptions to water service. During the project, please avoid parking on the streets, drive carefully and allow extra time for possible traffic delays/detours. Check back as we will post more information once dates and times are confirmed.
Job Posting: Hubbard Parks and Recreation Maintenance Work
Hubbard Parks and Recreation is looking for a Maintenance worker. City parks to be maintained may include Mattinat, Waugh, Myron Street and Hillcrest. The Maintenance Worker needs to be able to work independently, be a self starter, and be able to attend to issues and maintenance in a timely manner. Job duties include: cutting grass/weed whacking, painting equipment, athletic field maintenance, restroom maintenance, pavilion maintenance, landscaping, park clean up, etc.
Position Description/Job Title: Seasonal Maintenance Worker-Hubbard Parks and Recreation. This position is seasonal for the 2024 Season and is subject to annual contract renewal. The 2024 Season begins on 04/15/2024 and ends on 10/25/2024.
Compensation: The Hubbard Parks and Recreation Maintenance Worker will be paid $14 per hour and is limited to no more than 32 hours per week. Work hours are from 8 AM to 4 PM. Work will be done Monday through Thursday. This position is considered a temporary position with the City of Hubbard, Ohio, on a non-permanent basis and not entitled to any fringe benefits afforded to full time city employees. Must have a valid driver’s license.
Objective: The Hubbard Parks and Recreation Maintenance Worker is responsible for maintaining each Hubbard City Park by performing landscaping, building maintenance, property and facility clean up, and minor repairs to Park Property and Equipment.

The City of Hubbard is accepting applications for seasonal help. The position requires grass mowing and landscape work at the cemeteries and other additional city work. Work will be Monday through Friday from 8:00 AM to 1:00 PM.
Those interested must be 18 years old and can apply at the Mayor’s Office, 220 W. Liberty St., Hubbard, OH, Monday through Friday from 8:00 AM – 4:00 PM, until March 15, 2024. Applications can also be downloaded (by clicking on the link below), printed and mailed / dropped off at the Mayor’s Office until March 15, 2024.
The City of Hubbard is rolling out a voluntary EV registration program that looks to locate what makes and models of electric vehicles exist within in the city. The registry will allow the city electric department to continue its efforts for future planning and share the information with safety forces to better plan for emergencies.

Limited Environmental Review and Finding of No Significant Impact
The attached Limited Environmental Review (LER) is for a drinking water distribution project in Hubbard which the Ohio Environmental Protection Agency intends to finance through its Water Supply Revolving Loan Account (WSRLA) below-market interest rate revolving loan program. The LER describes the project, its costs, and expected environmental benefits. Making available this LER fulfills Ohio EPA’s environmental review and public notice requirements for this loan program.
Ohio EPA analyzes environmental effects of proposed projects as part of its WSRLA program review and approval process. We have concluded that the proposed project should not result in significant adverse environmental impacts. This project’s relatively narrow scope and lack of environmental impacts qualifies it for the LER rather than a more comprehensive Environmental Assessment. More information can be obtained by calling or writing the person named at the end of the attached LER.
Upon issuance of this Finding of No Significant Impact (FNSI) determination, award of funds may proceed without further environmental review or public comment unless new information shows that environmental conditions of the proposed project have changed significantly.

Volunteering provides an opportunity for citizen participation in the process of government and increases their knowledge and skills by working with a variety of people on issues that might not otherwise be a part of their private lives. Serving on a board or committee is one of the most effective ways for citizens to give back to the community and influence city policies and activities.
To be eligible for an appointment, volunteers should have interest or knowledge in the committee’s subject matter. Volunteers should also be available to meet at the committee’s regular meeting time (Civil Service meets at 8 a.m. on the 1st Monday of every month / P&Z Brd. of Appeals meets at 7p.m. on the 2nd Tuesday of every month – both boards will only meet when there is business to consider). Residency in the City of Hubbard is also required. Deadline to submit letters of interest is February 29, 2024.
The Mayor will review the applications and make his recommendation to the Council President. The appointments will then go before the City Council for confirmation.

SCOPE Senior Services is happy to announce Carla Williams as the new manager for their new location here in Hubbard. Carla has been a volunteer with SCOPE at their Newtown Falls Center and has a working background serving senior citizens from her employment with the Office of Elderly Affairs as a site manager for the hot lunch program.

Santa’s house at Tylee Park will be open after the “Santa and Mrs. Claus Coming to Town Parade” Saturday, December 2nd. Hot Chocolate and cookies will be served, and Santa will give a candy cane to each child.
Santa’s House will also be open on the following Saturday & Sunday’s: December 9-10 and 16-17 from 6pm-8pm. Bring your camera and enjoy Christmas music, decorations and wood burning fires.
