COVID-19 UPDATE

With recent directives set forth by the Governor’s Office and the Ohio Department of Health and in an effort to increase social distancing to prevent the spread of COVID-19, the City of Hubbard has made the following day-to-day operation adjustments to protect the health and safety of our employees and community.

Effective Immediately and until further notice:

  • City of Hubbard Administration Building is CLOSED to the public.  Please call 330-534-3090 if you have any questions or concerns.
  • All utility payments ONLY CHECKS OR MONEY ORDERS MAY BE PLACED IN THE BOX.  Money orders are conveniently available at several locations throughout the city and township at a minimal cost.  Those wishing to receive a receipt should include a request in the payment envelope and one will be mailed to you.
    • Residents/Tenants needing assistance with first/final reads for moving in/out of the City may call the office at 330-534-3054 to schedule the reads.  Applications for homeowners/tenants may be emailed and/or mailed upon request, along with instructions, for those requesting utilities in the City.
    • There will be no in-home appointments until further notice.
    • Several utility forms are available on the city website (cityofhubbard-oh.gov).
    • PLEASE NOTE – THERE IS NO “PROMISE TO PAY” LIST IN THE MAYOR’S OFFICE. THE OFFICE WILL BE AVAILABLE TO ASSIST AND ANSWER ALL QUESTIONS AT 330-534-3054 FROM 8:00 AM TO 4:00 PM.
  • Hubbard City Tax office will not be filing taxes in person.  Tax forms are available on the city website (cityofhubbard-oh.gov).  Please mail your city tax return or use the utility drop box at the front entrance.  We appreciate your understanding and cooperation. If you have any questions regarding your taxes, please call – 330-534-6299.
  • The Senior Center is CLOSED until further notice.
  • The Senior Van / Transportation has been suspended until further notice.

At this time, there has been no change to Mayor’s Court on Thursday, March 26, 2020.  If you need to make a payment, please send payment in the mail or you may come in during court (Thursday, March 26, 2020 at 1:00 PM).

Letter from the Mayor

Mayor Kyle announced today (Friday, March 13, 2020) that the City of Hubbard, in accordance with Ohio Public Health Directives from Oho Department of Health, Dr. Amy Acton, and Trumbull County Combined Health District from Health Commissioner Frank Migliozzi, the following will be in effect immediately and will continue as directed by both directors.

The following list of directives are designed to limit the spread of COVID-19, the Coronavirus:

  1. There will be no mass gathering that bring together 100 persons or more.  This does NOT include medical facilities, libraries, shopping areas, restaurants, offices, factories, grocery stores, sporting events without spectators (immediate family permitted), churches, religious gatherings, First Amendment gatherings, weddings and funerals.
  2. Social distancing is urged (six (6) feet away is encouraged).
  3. All Hubbard City services will continue.  The public should expect normal service with the understanding that phone communication is optimal to initiate such service.
  4. To reduce the length of the Coronavirus Pandemic it is urged that Hubbard residents utilize the following procedures:

If you have a comprised immune system, you are urged to self-quarantine.

Wash your hands for 20 seconds with soap and water frequently

Cover your cough or sneeze into your arm

Stay home if sick

Avoid touching your face

Avoid hand shaking

There is no recommendation to wear masks

Maintain a supply of essential medications

Call family and friends and monitor their health if they are vulnerable

Clean frequently touched surfaces regularly with disinfecting sprays, wipes or common household cleaning products

Be respectful, courteous and kind to one another

City officials are working with the Hubbard School System providing assistance and guidance along with resources for them while the schools are closed.

City officials have also reached out to the local churches making sure they have the necessary information and resources for their congregations.

City Board Openings

The City of Hubbard has openings on several boards / committees.  Volunteering provides an opportunity for citizen participation in the process of government and increase their knowledge and skills by working with a variety of people on issues that might not otherwise be a part of their private lives.  Serving on a board or committee is one of the most effective ways for citizens to give back to the community and influence city policies and activities.  

To be eligible for an appointment, volunteers should have interest or knowledge in the committee’s subject matter.  Volunteers should also be available to meet at the committee’s regular meeting time.  Residency in the City of Hubbard is also required for each board or committee.

Utility Bill Assistance

Trumbull Community Action Program (TCAP), 1230 Palmyra Rd; SW has announced their Winter Crisis Program will be beginning Friday November 1, 2019 through March 31, 2020.

The program helps income eligible households avoid utility disconnection, restore disconnected service, establish new service, purchase fuel oil, propane, coal and wood.

Walk-ins are available on Tuesday, Wednesday and Thursday mornings only. TCAP will see 25 people – first come, first serve. The doors will be open at 7:00 a.m. Appointments will be in the afternoon.

Appointments can be scheduled by calling 1-866-747-1041 or online at capappointments.com. Callers must wait to receive a confirmation number to secure the appointment.

Applicants that cannot apply at the TCAP Warren office can apply at one (1) of five (5) satellite sites by appointment only from 9 a.m. – 3 p.m. by contacting the following:

Volunteers Wanted!

The City of Hubbard is looking for volunteers for the senior van program! Do you have a few hours to spare during your week? Drivers are needed for the senior van program, which runs Tuesday and Thursday from 9:00 am to Noon and Friday from 9:00 am to 3:00 pm. If you have an interest in helping others and enjoy driving, why not sign up!

Volunteers may call 330-534-3090 to get placed on the substitute list. When drivers are not available for their shift, you have the option of filling in for them. Down the road, if a shift becomes permanently available, you may voice your interest in filling the vacancy.

Either way, your generosity of helping our seniors is greatly appreciated. Call the Mayor’s office for more information or stop by the Senior Center on Tuesday, Thursday or Friday to see the program in action!

Senior Citizens Card Club

The Senior Citizens Card Club meets every Thursday at 9:00 AM to play a variety of card games. For more information, stop by or call the Senior Center Thursday after 9:00 AM. Join the fun with friends and new acquaintances!

HUBBARD CARE SUPPORT GROUP

CARE will be holding a Support Group event on Thursday, June 20th, at the Hubbard Public Library, 436 West Liberty Street. Refreshments will be served at 6:30 pm, with the meeting beginning at 7:00 pm.

What is CARE? CARE stands for Community Awareness Response and Education. CARE is available for families and friends of the addicted. CARE is extending a special invitation to those who have lost loved ones and family members to the opioid crisis in our region. The meeting will be a time of community awareness and education on the epidemic of overdose in our community, in addition to a time of substantial comfort for the grieving.

The event is sponsored by the Hubbard City Transformation Team (CTT). CTT members include clergy actively serving churches in our community, along with some police and city administration.

Volunteers Needed for City Architectural Review Board

The City of Hubbard is in need of three residents to be appointed to its Architectural Review Board. Each member shall be appointed for a term of two years. One member of the Architectural Review Board shall be a registered architect and the second member shall be a landscape architect, architect or registered engineer, and the third shall be a person skilled in the general field of aesthetics and design. There shall be a Chairman of the Board appointed by the Mayor from the three Board members who shall serve no longer than two years consecutively.

The Planning Commission shall determine and advise the Architectural Review Board on the schedule of meetings in order that applications can be processed expeditiously.

The Architectural Review Board shall assist and advise the Planning Commission on the design, amenities, quality, relationships to natural features, and all other aspects of a site development plan which relate to the appearance of an entire project, all of its parts, and its surroundings. All standards, regulations and criteria, contained in the zoning ordinance, subdivision regulations and building codes of the City of Hubbard shall be considered by the Architectural Review Board in its review.

No person appointed to the Architectural Review Board shall participate in the review of, or give advice upon, any work in which he/she, his/her partner or professional associate or associates has any direct or indirect interest.
